what does it mean to colonize?

What does it mean for a sorority to have a colony at a school instead of an active chapter?

A colony is a new or returning organization. Once they meet their org's requirements and nationals is comfortable that they can sustain themselves, the new colony members are initiated and it becomes a chapter. It's sort of like going from a new member to an active, but it's the group itself.
