Houses always run through their bid lists first and then use snap bids to make quota as a last-minute solution.

This girl could not have maximized her options and gone bidless. It's logistically impossible.

If she was anywhere on ADPi's list and she listed them #1, she would have ended up there. The matching knows that she put them #1 so it will essentially put her "on hold" while it goes down ADPi's list looking for girls in the top n where n=quota who also listed them #1. If they find enough girls that listed ADPi also #1 on their bid list, then the same process would have happened for her #2 house. In this case, it looks like there were 140 girls who listed ADPi #1 who were ahead of her on ADPi's bid list.

It means ADPi didn't have to snap bid if someone put them #1, maximized, and didnt get them. Doesn't matter how high up that girl is on her #2 house's list. If she put ADPi #1, she would have ended up there if it wasn't already full up to quota.
