can you help in a debate

Can someone help clarify a debate with my room mate?
Is there a reason NOT to list your houses in order of true favorites top to bottom?
I did this at IWT. Didn't exactly get my top 12 but a few houses I ranked lower filled my card.
I am assuming these houses (that I ranked low) had me high enough that I still got asked back - my rank really didn't effect that they kept me.
My choices would have mattered only if ALL the houses I ranked high had me ranked high too and my card would have filled onlybwith my top picks. But that didn't happen. My arguement is that if a house wants you, then it will be moved up into your card.
So I am saying no reason to fool with how you rank
My roommate says it matters. And if you rank a house lower it may mean that you will not get chosen by them in the next round even if other houses "dropped you" and you have an open slot on your card.
Who is right?
Is there no reason or a reason to shuffle the rank based on where you think you may have the best odds?

If a house wants you, it will only be moved up on your card IF one or more of the houses you listed higher did NOT want you. RFM works this way so that you get the maximum # of houses back, even if they were houses you didn't think you wanted at first.
The houses at the bottom of your list will only show up on your schedule the next day if the houses you ranked higher did not invite you back, (and the houses you ranked low did invited you back)

When you vote tonight, you'll be ranking your top 8, in no particular order, but your bottom choices need to be ranked!!! The bottom choices are the only ones where rank matters. For example, if you only get invited to 7 of your 8 top choices, and all of your bottom choices inviited you back, your top choice will fill the 8th spot. Otherwise you may get a house back that you really didn't like

Also, your roommate is wrong. Lets say you get back 6 houses after IWT. And none of those were houses you ranked low. It means that they didn't invite you back either. You will ONLY get invited back to houses that invited you, in the order in which you rank them.
