There are a few types of in-state pnms. You have the top girls, who are going to be the cheer captain, homecoming queens, team captains or connected and legacy. Those almost go OR, but they often will choose a fit but only among certain old row options. these girls usually know actives in most old row houses and so they get a feel for fit that way. Then there are the cute, accomplished and middle of the road in-state pnms. those usually end up bottom of OR (think KD, AGD, DDD) or top of NR with emphasis on PBP, then maybe ZTA or ADPi. Then you have everyone else and they usually scatter all around NR.

let me add one thing about in-state, although you all are probably not interested. in-state pnms tend to care a lot about who else from their schools are going into which houses. they don't want to be in houses with girls from their high school or local area who they already know and don't like. so the OR houses tend to try to learn about what their top targets think in terms of other in-state pnms so that they don't chase a girl away because the meanest bish from the next town over is on the house's list (but just not as high).
