can someone please explain how the COB process works?

It's informal. There isn't really a process. Each sorority handles it differently.

If a house is below total, they will consider doing COB. But generally that does not happen. They may host events, invite GDI girls they know from class, clubs, etc. You have to know someone. They're not really events you can just show up to.
