Are houses like dz, theta, alpha phi, and zeta (and other new row) more likely to take them since they have more drops? In other words are houses with poorer retention more open to taking more sophomores?

All houses take sophomores, however there's no required quota for any of the houses in terms of sophomore pledges, so some years one house may have very few while the next year that same house will have a lot. You can't really say one certain house takes more sophomores than another because it changes every year. However, all NR houses tend to take more sophomores than OR houses... Because OR can be more selective so they can choose a freshmen over a sophomore.

"so they can choose a freshmen over a sophomore" This is not how it works. There is a separate quota for upperclassmen for this very reason - so that upperclassmen don't have to compete with freshmen for bids. A house does not have to take any upperclassmen at all but may choose to up to that quota.
