Extremely, EXTREMELY rare. Most girls who don't end up with bids at the end of recruitment are from one of 3 scenarios:
1) Girls who are not pleased with the houses they have left for sisterhood or pref and drop out because they can't see themselves anywhere else. This is the most common result.
2) Grade or reputation risks with few recs. They usually get invited back to a small handful of houses for philanthropy but are not invited back anywhere for sisterhood and are dropped from the process.
3) Girls who suicide their top choice after pref, are not high enough on that house's bid list, and do not recieve a bid.
