which house pledges the most legacies?

If we're talking about all legacies, my guess would be Kappa. It's such a strong organization throughout the south that they have many girls coming in as Kappa legacies - and they're pretty good at retaining them.
If we're talking about in-house legacies, maybe AXO? Unlike KD/AGD/DDD they have risen in the rankings over time. Considering they have one of the highest return rates in recruitment overall, I wouldn't be surprised if they have one of the highest return rates for legacies.

Crazy houses have so many legacies. How do they avoid mixed pcs? Is there like a cap and they take like the top 50 legacies?

DDD has the least strict legacy policy.
It has nothing to do with how many legacies rush. Almost every house has enough legacies to fill a pledge class.
It's about how many legacies they take.

Like what is it about pmu legacy policy? Do they have to take a certain number or percentage, or something?
