3 even tiers

Honestly I think the 3rd tier is pretty undisputed. Almost everyone agrees those are the 5 that belong there.

These sororities are very different and cannot be on the same level-- it's just apples and oranges. They have strengths in different ways but your second tier is ridiculous in reality.
