is it more difficult to get a bid as a sophomore? or do they have an upper hand bc is there like a quota or something

There is an upper class quota but you still need to be on your game as a pnm

In some ways it easier to land where you want because of friends in chapters. If you are not already with friends in chapters, it is less easy.
