good gpa / low act

I know these get posted alot, sorry. Is it bad to have a good GPA (3.8 weighted), but stink at testing ACT low 20's. Will it lead to early cuts?

Never heard of a house cutting for low test scores, I think higher test scores, like 32+ might just help pnms a little bit, but I don't think a lower one hurts
