No, she is not allowed to follow you back due to the rules. I mean, if you follow her first she may follow you back, but if she does she's breaking the rules. Also, I wouldn't follow any actives first. Unless she has like 15k followers already, but it's kind of weird when PNMs follow you first.

I mean it's just not conventional. As an active, I've had multiple PNMs request to follow me on insta first and it's just uncomfortable... Or at least in my opinion. When I was a PNM I know various actives followed me first and then I would follow back but I never initially followed any active first. Just me tho...

even pre the no contact period? most of the sorority girls have 1000+ followers and its not like ppl dont follow people the dont know

im bad with sarcasm are you for real? i followed probably 20 girls just to get a taste of what each sorority is like and they all followed me back

This is just MY opinion:
I think it's weird to have PNMs follow me first. I have about 2k followers but I still look at who requests to follow me, and when I see "bama 21" or whatever in a bio I just feel weird. Like it's not the worst thing you as a PNM could do, but I think that a lot of actives feel a little uncomfortable with it, whether it be before or after the no contact period.
@k if you've already followed them, then don't worry. Like I said, it's not detrimental and I doubt it would hurt you during rush.

I kind of like when a pnm follows me first IF we have a few friends in common. If I have no connection to her I think it's a little weird. Usually, I just think it's a freshman who is excited about college. However, if you're going to follow actives make sure your instagram looks good. Pictures without alcohol obviously but make it look like you're still having fun. Also I would avoid selfies,

It's not weird at all when a PNM follows a active. Most are just following a few of us to see styles and get a feel for what our sorority is like. I personally don't follow any back but it's okay they follow me. I would rather a pnm follow me than a creepy 40 year old guy, and plenty of those request to follow
