Connections.
There are plenty of girls rushing who have excellent grades AND looks AND insta followers. Doesn't make you a top PNM. There are plenty of girls (especially out of state) who were the stars of their high schools and were involved in everything imaginable - again, doesn't make you a top PNM.
A top PNM is going to be a PNM from an especially prominent family with extensive and deep connections to UA. They might have family members who were heavily involved in multiple houses and they have recommendations from especially prominent alumnae. They might come from a long line of debutants. They might be the homecoming queen from a particularly notable high school. Etc.
"Top" PNMs don't just look good on paper, they know enough people and their name carries enough weight to get them into whatever house they like. Of course there are many many more strong PNMs who might be valedictorians or especially pretty or notable in other ways, but if you're talking about the girls who are "elite" PNMs, girls who every house knows off the top of their head, then that's it - connections.

I'm in a lower tier house and honestly I don't feel like we put as much focus on MB/ mobile girls. Would we love to get some? Sure, but our "top PNMs" are not Alpha Chi's top PNMs, they are girls that we can more realistically compete for

I'm assuming this specific type of top pnm, because they're connected, wealthy, etc, would tend to pledge a couple specific old row sororities. Do new row sororities, especially the "lower tier" ones really compete and try for girls like that? Do they really know the names of these mb/mobile girls that all go kkg/KD/ddd/AXO/wherever else?
If they do how many of these "elite girls" that most, if not all, houses go for are there? 30 maybe? That's a total shot in the dark. I know there are other types of top pmns but I mean the type of well connected girls discussed in this comment. Sorry for so many questions! Lol
