tri delta rec

Tri Delta's page off of the Alabama panahellenic page doesn't specify if Alum only or Alum and collegiate members can write recs, so I assumed Alum only. But on Tri deltas national page it says collegiate members are allowed to so would the chapter at Alabama accept it ?
