They are typically, better, versions of what the house sieeks relative to looks, personality, wealth and flooks. However, they don't fit because they are not from the desired in-state ZIP Codes and don't have friendships established with the actives and other new members

I'm sorry but old row, top houses would not be old row, top houses without the in state MB and Mobile girls. Having in-state girls is literally what separates the top houses from the bottom houses. If you took out all the in-state girls from a house like KKG, they wouldn't be top anymore.

IDK what the OP meant by "filler," but if you mean the other 100 girls in a PC that aren't the super popular hot, wealthy girls...
1) Legacies who are not particularly attractive or sociable, but come from solid areas and/or have influential moms and family friends.
2) Girls who have GOOD grades and few connections, but they know how to dress decently and have clean reputations and don't cause drama.
3) Wealthy Northern OOS girls who can pay dues and come here to party. Therefore, they don't care as much about their own reputation as Southern/in-state girls do (reps will stay with you in the South, whereas when Northern girls go home, no one will care about their time at Bama). These girls can be hot and go wild and frat guys love them, so they raise their sorority's profile with guys.
Even at the top houses, here they each get at MOST only 1/3 of their target girls. AXO and XO get first pick of choosing from the #2 category, Kappa/Phi Mu/Zeta get first pick from the #3 category, AGD/KD care more about #1, etc. Each house's GPA is so high, there has to be an army of girls making 4.0s in order to bring up the averages of the wealthy, hot, partier in-state girls (who let's be honest, have life set after graduation, so they don't care that much about grades). That's why it's SO much easier to rush as someone with a 4.0 than if you're super hot and wealthy OOS, because for every one of the latter, a sorority will need to pledge 2 of the former.

my house is literally the exact same way. there's a group of in state girls that don't associate with the rest of us at all. literally every other girl engages with and is friendly to everyone, but these girls just dont seem to think we're worth their time. I love my house and all my sisters, but I just wish some of the alabama girls had better attitudes and gave the OOS girls a chance. they seem like a lot of fun and the only thing that separates us is our zip codes.

THIS is fake news. There are like 4 girls out of 19 on KKG's exec board on their website, and KD has only 3 or 4 girls. SOME Old Row houses are more fair to OOS girls, but some of them are extremely biased towards in state and they DO get special privilege. I've experienced it firsthand in my own house. PNMs, if you're OOS and care about being put second after in state girls, a good way to check if they lean in state is to go on their websites and look at their exec boards.
