Probably some GDIs working for the newspaper who made the calls since almost all of the allegations were shown to be unfounded. Hell the anonymous email was probably fake too.

aren't victims of some newspaper sting. They tattled like rats. Pike kids didn't but get downranked for pure stupidity.

Except that they dismissed all but 1 or 2 of the allegations, so it seems not unlikely that a lot of them were pure fiction.
