Phi Mu is best at having 30 pledges drop out and then there's the COB disaster a few years back.
I'd pick Zeta over Phi Mu.

Stop with the 30 pledges rumor, only 6 did and it's embarrassing when people repeat it. The stories aren't real.

Honestly they're basically the same sorority. Zeta has slightly better grades and slightly more involved but the two focus heavily on appearance during rush and I'd say the majority of their girls are very social.
APhi is basically a lesser version of Zeta, kind of how XO is a lesser version of AXO. And I don't mean to be hateful when I say this but honestly neither APhi or Zeta have the best reputation, they're both known for having "party girls" and being easy and they tend to be more appearance driven than sisterhood/philanthropy/etc driven.
