It's just too many tiers imo. There should really be three tiers. Top middle and bottom! I'm not trying to be an authority. It just gets more confuising for PNMs.

I see what you're saying but for a rank where they can switch within tiers I don't think 3 tiers is enough

Let's try four tiers for a change. Not in any order within tiers.

1. Kappa, Phi Mu, XO, AXO
2. DDD, AGD, KD
3. Pi Phi, Zeta, ADPi, Aphi
4. AOPi, Theta, DG, DZ, GPhi

Although I think tiers two and three are so close you could combine them.
