if a house does COB right after recruitment they don't deserve to be top of top tier. Phi Mu needs to move down.

Definitely drop Phi Mu and DDD down a notch or two for COB. Chi O got a better pledge class than Alpha Chi, so not sure why you have them at the top. Alpha Gam's PC is better than KD's, so switch them too.
