how does cob really work?

I had a friend fill one out last year and she had the closest thing to a perfect resume that I could imagine and only one house contacted her for COB. She just figured they were the only ones doing COB. Turns out ALL houses gave out spring bids last year. I couldn't do fall rush this year and was thinking about doing COB but after what happened to my friend I'm wondering if it's a real and true process or if houses just give bids to friends of girls already in the house whether they filled out a COB form or not. Any help/advice is appreciated thanks!

COB bids are usually given very discreetly to close friends of actives. Only houses that have a lot of openings will have actual COB events. Those events are by invitation only so houses are under no obligation to invite randoms.
It can't hurt to fill out the form, but it probably won't open many doors for you either.

Fill out the form, but more important is to let your friends that are new members or actives know you're interested in their house. Don't be creepy about it, but the topic of recruitment will come up a lot at the first of the year so you can say you had to miss it but are really interested in COB if it turns out they have any room.
