Is it worth joining a lower house?

Is it worth joining a lower ranked fraternity or am I better off renting a house with friends?

It’s worth it. Def still better than not being in Greek life at all

If you want to be in a frat really for the brotherhood and friendships, being in a "lower tier" frat is a really good choice. You get to live in a great house too (better than you can rent in collegetown prob)

This is true. Lower tier houses are groups of friends living in a mansion. None of the social climbing bs and drama of higher frats

What's a solid chill frat that also has a good reputation on campus?

Phi Tau is considered the chill frat in mid tier, although their physical house is mediocre. Lambda's become pretty chill post suspension and their house is pretty cool. Would aim for those two if you're looking for socially relevant houses without hardo culture and excess drama.
Also, Pi Kapp used to be like these two, but they've become social climby and dramatic in the last couple years, but still might be worth checking out.
