1. There is no formal spring rush. If chapters are below Panhellenic total, they will be eligible for COB - continuous open bidding. Most chapters who are eligible are just 1-2 memebers below total and will extend a bid or two to VERY close friends of actives, quietly and discreetly. If chapters have 5+ spots to fill, they might host informal but invitation-only recruitment events and pledge a very small spring class. If you are interested in COB, let the Greek Life office know and they will circulate your name to eligible chapters. No guarantee you'll be invited to any spring events though.

2. There is no such thing as "Snap rushing." I think you've confused the term "Snap bid" which is a rare bid given between Pref and Bid Day IF a chapter did not make quota.
