Quota is not what determines whether a chapter is eligible for COB. Chapters can COB if they are under Panhellenic Total (kind of like the average chapter size).
If you're interested in COB, get in touch with the Greek Life office and they will pass your info along to any chapters who are eligible this semester. There is usually more COB activity in the spring semester as chapters fill spaces vacated by seniors who graduated early, transfers, or members who dropped out.
