I rushed as a junior, had recs for every house, have a great gpa, connections in every house and still had trouble. Some houses will cut you automatically if you're an upperclassman just be ready to only have around 2 options on the final day. It's worth it though

All houses have quota. It does not put you at a disadvantage. What does put you at a disadvantage is:
Not knowing members
Rusty first impression skills
Not having recs
Not looking classy/clean
Not getting enough rest
Bad reputation
Etc.

Huge huge disadvantage. I would probably just try to rush aopi. Many sororities do not take juniors. Quota is only for freshman and sophomore. There is no junior quota.

Telling someone to only rush one of our 14 sorority groups is like telling someone who's drowning to simply swim, when you hold a life preserver you might toss her but choose not to.

The OP above will have no chance at all if she does not go thru recruitment.

Encouraging interested, qualified upperclasswomen the pleasure of acquaintance and acceptance within our sororities permits exchanges among strong women at the collegiate level of intelligence.
