But if they keep harassing the top houses and blaming their shameful behavior on Chi O, I see them slipping even further. It's sad because they used to be good, but now they're the bottom of the middle.

No and everyone knows it. Pi Phi has problems because of those girls and the legions of girls they recruited. The house won't be free of them for years.
