question about a phi website

Who are those girls on the website? Looks like a phi has girls already before their recruitment. So who are they? Like where does ole miss a phi get these members? Girls who didn't get into Panhellenic chapters in years past? I know they are recruiting but like who will be the "bigs" to the new pnms if the chapter is new? Just don't understand how colonization works.
