2019 rush advice

What do girls do that gets them cut? I have heard freshman can’t go out at all before rush or they get cut. I have also heard if you aren’t from a certain town or school you get cut. If you go to two houses on pref night are you guaranteed a bid from one of them or can you still end up getting cut?
