A snap bid is handed out in this situation ONLY: a chapter that does not make quota can offer snap bids to PNM's who did not receive a bid or dropped out earlier in the week. Snap bids are handed out before Bid Day and a pnm who accepts a snap bid will attend Bid Day with the pledge class. A house that snaps up to quota is considered to have made quota.
COB (continuous open bid) happens when houses are below a certain number of girls and they can have rush events outside the formal recruitment period in January. If chapters are participating in COB, it won't start for a few weeks or months.
Snap bids are NOT COB.
Snap bids are pretty rare. If a chapter cut you this week, they aren't going to offer you a snap unless maybe you just barely missed the GPA cutoff and havd a ton of actives pulling for you before grafes came out.

You won't know about snap bids. Only a handful of them are give out each year. Last year there were no more than 8. They are when after bid matching, a chapter is short of quota and they have someone at Panhel call women that who did not match with a sorority AND did not suicide (not rank all pref choices) that they had invited back at one time during recruitment. These women are offered bids over the phone and will show up at Bid Night. No one in the pledge class and only a handful of the actives will know someone was a snap bid.
COBs are after Bid Night for chapters who did not make quota. You can COB if you suicided. COBs are also not that common because most chapters will make quota. Usually the chapters who are COBing have girls already in mind before the begin. Also, the chapters who usually COB are the ones you ranked low in the first place.
