Each house has to cut a different amount of women. It all depends in their release figures from the previous 2 or 3 years. If a chapter invites back 1000 women and 900 of them accept the invitation (meaning they ranked that chapter in their top 16) then that gives them a return rate of 90%. Let's say another chapter invites back 1200 and only 900 accept giving them a 75% return rate. This means that next year at that round, the 90% chapter has to cut more women, while the 75% chapter cuts less. It's all designed to make sure that every chapter makes quota. When my mother was at IU, chapters could invite as many women back as they wanted. So girls would keep going back to "top" chapters and cut chapters not considered as good, but that were a better fit and a better chance to get a bid. Girls would go to those chapters who invited back a lot and then at preference have no invitations. While other chapters who would have offered them bids, had small parties at preference. This is why Tri Sigma is no longer here. It happened to them.
