Why do the supposed “touses” never throw

I was told phi delt and beta were on touse level but they don’t throw. Pi kapps is apparently on cnd and can’t throw. SAE and Phi sig parties have been mid lately (fire alarms and kids OD’ing) so why are they all considered touse? Delts and sig pi throw more combined than the entire upper tier, are we facing touseflation? If everyone is touse, nobody is
