They would start from scratch after primary recruitment is over, take the girls who didn't get a bid, and be small and struggling for awhile. Alum chapter members would not be allowed to have any role in their reestablishment so as to not be a bad influence. And they would be under a microscope.

They aren't coming back. They have been gone 9 years and are not even looking at returning. My Mom is a Tri Delt alum and she is part of the Indy alum chapter. National is totally against coming back because when they closed the chapter, the parents of the girls in the chapter tried to file an injunction stopping the closing. National wants nothing to do with IU.
