Chapters can only cob if they didn't make quota or are below whatever panhellenic sets as chapter total. If they aren't eligible they can't cob. There are only a few open spots after recruitment. Cobs go to girls that chapter members know, either through recruitment or elsewhere. It's better to do the reaching out yourself.
