They can't. Those are two separate national organizations with their own charters and rituals and standards. You can't merge two different groups of initiated brothers. That's why you can't leave a frat and go pledge another one after you've already been initiated.

Pretty sure when Acacia got kicked off half of them merged with Chi Phi in 2021. Don’t know if true but frats at IU have merged before

The only way you can merge is with pledges who havent been initiated
