They’re determined by a mix of social life/pairs+hotness/coolness. Conventionally “cool” people tend to be around other cool people, which makes up the top tiers. So pairs are technically better, social life is better. Also top frats tend to spend more $$ on parties, which makes them more fun to attend/better. People care because these switch a little bit every semester, it’s also a hot topic because everyone’s idea of coolness is different
