Can PHA stop

PHA just posted on their instagram that they can’t officially stop legacy policies for recruitment but that they highly discourage those policies. I’m sorry but why is PHA trying to control what we do individually in each of our chapters? We all recruit differently and have different rules nationally, who does PHA think they are?
I understand how legacy policies might put some people at an advantage but this isn’t the south and I’ve never seen anyone getting a bid in the past 4 years just for being a legacy. Also the whole purpose of legacy policy is the premise that if you were in sorority X then you should have values that align with said sorority and would raise your daughter to have the same values so she would be in sorority X anyway. And if I had a kid, I would want her to get good treatment from my sorority.

“ I’ve never seen anyone getting a bid in the past 4 years just for being a legacy”, this is how my sorority was until this year, we had to bid the legacies
