someone told me that they had a junior in their pc last year in the fall. I was wondering if that's true.

It happens but very rarely. You pretty much have to be an all around stud that undoubtedly would add value to the chapter. There was a junior in my pc and he was an absolute academic weapon that could drink 7 nights a week and be up the next day at 6AM.
