Doesn’t that just mean the city can raid housed chapters for even having a single person, they’d already be well over a 100? Sounds like unhoused are gonna have a bunch of smaller sick kickbacks while the housed guys sit in their rooms jackin it.

it has to be classified as an event. 5 girls going over to a housed frat to get some isn’t considered an event. if unhoused frats invite even one single sorority pc that would already be over 50 people, plus the guys from the frat themselves. no advantage there.
