You mean chapter total. IU does not have chapter total, it is up to each individual chapter to decide how many members to have. The more members, the more money coming in, so it's not a bad thing.
Quota is the numerical goal for each chapter during recruitment set by Panhel. The total number of PNMs eligible to attend pref divided by the number of chapters is how it is figured.
