what factors go into which house you pair with or like what are the factors hat go into pairs in general

First; tiers, then how well the two houses go along. I know a lot of AEPi kids go along well with APhi girls but they will never pair for hoco or little 5 because of the tier barrier. To break the tier barrier the 'higher' tier house need to sacrifice 'pairing down' until the other house is normalized into the 'higher' tier.
