I would say it depends on who was in your group of 16, especially if you've dropped some of what people consider the lower tier chapters and they aren't in play anymore.
I know two girls last year who had 16 and went down to 2 the next round. I don't think its very likely but it can happen. Having all 16 drop you would be very unusual but in theory it could happen. I wouldn't expect a full slate of parties but I would think you should still have a decent list back. Most of the people in my group when I went through had 4 to 6 options for the next round.
