recruitment chair

What does it mean if the recruitment chair comes and introduces themselves to you during the first round if you are not a legacy?

It could mean that she's floating around you made eye contact so it would be rude not to say hi. Maybe she is just trying to meet a lot of women. Maybe someone wrote a recommendation for you that you don't know about. Maybe the girl recruiting you is brand new and she wanted to help her out. Stop reading too much into it. Most of the time it is chance.

If an active walked up to you and said something to the effect of “hi I’m ____ and I’m _____’s recruitment chair” this is specifically against the rules and you should talk to your Rho Gam about whether the situation needs reported

??? Did you read? This was during a round. Presidents and RCs walk around and talk to PNMs all the time?
In my chapter it’s usualy to say hi to girls we really like/legacies we want to retain. But I know that’s not the same for everyone.

Well, it’s better than her not talking to you, but I wouldn’t waste the energy reading into it beyond that. Get it out of your mind.

as a recruitment chair, i can tell you we make a point to introduce ourself to girls with recommendations, legacies, or girls we really like that we want to make feel special! so you’re normally one of those three
