can i transfer to pi phi here?

If you're Pi Phi from any place other than maybe UGA or University of Texas, you aren't getting in. Sorry. A good friend of mine who did pageants was an Alpha Phi at another school and when she transferred after her sophomore year (for her major requirements) they were so rude to her. She visited the house twice and never went back. Honesty the only upper tier chapter I know of that is somewhat nice to transfer students is XO. Knew a girl from class who had transferred to IU for Kelley School from a Texas school (either TCU or SMU) and they were really cool to her, she moved into the house. Every other "good" chapter seems to think they are too good for their sisters.
