Depends on what you consider doing the best. Most chapters will make quota. Usually it's the upper middle chapters that end up having the highest return/match rate just because that's how the math falls. The top two or three chapters can only invite a smaller number of women to the later rounds and have to really be able to nail who is going to pref them over the other chapter. The upper middle chapters get to invite more women back and often don't have the same level of competition with the other chapter the PNM is preffing.
