frat rankings should be revised

There's too many fraternities to group housed and unhoused fraternities into the same ranking system, unhoused fraternities are very different and should have their own separate tiers.

-HOUSED-
Top Tier: PiKapps, SigChi, Fiji, Beta
Upper Mid: ZBT, PhiDelt, KSig, PhiSig, Snu
Lower Mid: SigPi, Acacia, ThetaChi, SAE, AEPi
Low Tier: SigEp, Lambda, DU, DChi, TKE

-UNHOUSED-
Top: Sammy, Skulls, Pilam, Pike
Mid: DeltaSig, AlphaSig, PhiTau, BetaSig
Low: DKE, AKL, KDP
