chances at getting a bid as a transfer student?

alright guys so I'm from sunny Southern California and I've got a couple of questions.
1) as a transfer student, is it still realistically possible to get a bid?
2) I like to party but I try to keep it to weekends only so I can focus on school. What houses are fans of smoking weed?
3) I feel like this is a dumb question but I'm from California I have no idea what to expect at Indiana's rush; tf do I wear? Am I supposed to wear like dress shirts and khaki pants or is it more like jeans and a shirt?

I'm actually a pretty self-assured person. Anyways lets just forget I'm from California/have foreign parents and get back to basics. Assuming that I'm a normal chill guy, have good grades, am involved in a bunch of extracurricular bs, work out a lot, etc would I have a good chance of finding a dope house to pledge? Being from out of state and all I feel like going Greek would be a solid way to meet people/get that real state college experience

if it's off-campus is it still recognized? Ideally I'd be able to get to do something leadership-oriented in whatever house I join for that resume fluff when it's time for the real world
