You can as long as you never initiate, you just probably can't do it in the same quarter. So if you pledged in the winter you probably have to wait until the spring or next fall to try and join somewhere else.

If you know people at other houses, you can try and get invites to spring rushes because only a couple houses (think Lambda, DU, Sig Ep) have a completely open spring rush. Places like SNu, DX, AEPi, and Delt (maybe not then this year bc they had a big PC) can and will take a few more guys in the spring, but you need to know people and get invited to be considered in the first place.

If you want to wait until next fall/winter when everything is more open, you can do that too. My friend pledged one place as a freshman, dropped midway through because he didn't like the chapter, and then rushed again as a sophomore and is now pledging another house. So that's another option.

TLDR: yes, you just need to know people and might need to give it some time
