Dchi Missing kid

I cant believe bystanders at dchi were just completely okay with letting a kid walk an hour in this weather in nothing but a tshirt. Honestly he's most likely dead and this is so sad because it could have been easily avoided. Everyone that saw this and was nothing more than a bystander should be ashamed of themselves. They didnt even report him missing till 5pm the next day, at that point he was already dead most likely.
