Cob at every mid to bottom house ?

They made quota. panhel allowed the houses to increase their chapter size after formal rush. So they are COBing to get to the new maximum. Quota was 80 and they made it or exceeded. COB is to allow them to make it up to new maximum bc it’s so much higher and previous classes were smaller.

Chapters can go to 260 or something and a lot have extra space bc old pcs were smaller. They had a quota of 80 and made it. A lot were above that already due to the bid matching. COB isn’t bc of a quota issue this year. It’s because panhel decided to let the house total get even bigger.
