top tier frats

Just wondering: a lot of my friends are in frats or have gotten bids. Most of them to phi psi, sae, theta chi etc. I was wondering if connections are a huge deal when it comes to the top frats or if you can really get a bid for being a cool guy or whatever they're looking for.
