Rushing frat as a transfer from CC

I am transferring from CC to UCLA next year as a junior and want to rush that fall. Do top houses still give bids to juniors, and if so is it harder/more competitive than rushing as a freshman?
Which houses are welcoming to transfers and still have a good social scene? and should I start meeting and reaching out to brothers now, and if so how as someone who isn’t even a UCLA student yet?
